Powell Dobson Urbanists were commissioned by United Welsh Housing Association (UWHA) to produce a development brief for a site known as the former Windsor Colliery, near Caerphilly. Powell Dobson worked closely with UWHA, the local authority and the Welsh Assembly Government to provide a brief that will be adopted as Supplementary Planning Guidance.

The vision for the site is to form a central focal area, based around a new community playing field, overlooked by new streets. It is intended that these streets are designed and created to accommodate the motor car but with the needs of pedestrians and cyclists at the forefront.

The existing footpath network flanking the site will need to be reinforced and link with and through the proposed development. This will offer new residents convenient non car based access to the village centre and public transport opportunities whilst strengthening and formalising the existing footpath network.
