
Powell Dobson Urbanists was initially appointed in 2006 by R.E. Phillips & Partners to advise on the development of a 5.3 ha site of brownfield land on the coastline near Barry. The site was allocated in the Vale of Glamorgan statutory Development Plan for employment uses and formal representations were submitted to the Local Authority for it to be considered as a Candidate Site for development in the emerging Local Development Plan. These submissions included an illustrative masterplan for employment, residential and outdoor recreation space.
PDU were retained to advise on the future development of the land and provided planning consultancy and masterplanning services in order to prepare a development proposal for employment use on part of the site, as an initial development phase. The development proposal comprised eight pavilion-style business units of two to three storeys giving a potential floor space of 6,000 square metres on a site of total area 1.3 ha.
PDU undertook pre-application discussions with the Local Authority including the submission of an EIA Screening request in advance of the preparation of an outline planning application. The multi-disciplinary team was led by PDU, and provided the broad range of documents and studies that were required to accompany the application. These included landscape and visual impact assessment, ecology, noise and air impact assessments, plus a transportation impact assessment. PDU prepared the Design and Access Statement and co-ordinated the planning application.
